Chicago restaurant

Beginning at 12:01 a.m. on October 30, Chicago restaurants will be restricted from providing indoor dining and bar service. 

Indoor drinking, dancing and dining at bars and restaurants in Chicago will be prohibited beginning at 12:01 a.m. on Friday, according to an announcement from Governor Pritzker’s office today.

Triggered by a “sustained increase” in the positivity rates of COVID-19 tests, the restrictions are just a few of nearly twenty “mitigation measures” that will take effect in “Region 11,” which is the City of Chicago. Other measures include a 25-person maximum on social gatherings and “no party buses.” However, schools and polling places will not be subject to the mitigations.

"Region 11 is now averaging more than twice as many COVID-related hospital admissions per day as it was a month ago," said the governor. “We can't ignore what is happening around us.”

For the past several weeks, Chicago has been operating under Phase 4 of the Governor’s “Restore Illinois” plan, which allows bars and restaurants to operate “with capacity limits and IDPH approved safety guidance.”

According to the Chicago “COVID Dashboard,” the city’s current positivity rate is 7.6%. If it measures 6.5% or less for three consecutive days, the city will achieve one of three statistics required to return to Phase 4. The other two involve COVID-19-related hospital admissions and the three-day rolling averages of ICU bed availability and medical/surgical bed availability.

In related news, the Illinois Department of Public Health today reported 4,000 new cases of coronavirus, including 46 deaths.

  

Mitigation Measures for Oct. 30

Bars

  • No indoor service
  • All outside bar service closes at 11:00 p.m.
  • All bar patrons should be seated at tables outside
  • No ordering, seating, or congregating at bar (bar stools should be removed) 
  • Tables should be 6 feet apart 
  • No standing or congregating indoors or outdoors while waiting for a table or exiting
  • No dancing or standing indoors
  • Reservations required for each party
  • No seating of multiple parties at one table

Restaurants

  • No indoor dining or bar service
  • All outdoor dining closes at 11:00 p.m.
  • Outside dining tables should be 6 feet apart
  • No standing or congregating indoors or outdoors while waiting for a table or exiting
  • Reservations required for each party 
  • No seating of multiple parties at one table

Meetings, Social Events, Gatherings

  • Limit to lesser of 25 guests or 25 percent of overall room capacity
  • No party buses
  • Gaming and Casinos close at 11:00 p.m., are limited to 25 percent capacity, and follow mitigations for bars and restaurants, if applicable
