CAPIAS: An officer was patrolling the area of Northside Avenue on Nov, 7. when he noticed Michael Hayes, 31, at an address. Hayes had an active warrant out of Cocke County Sessions Court. He confirmed the warrant through dispatch and then placed Hayes under arrest and transported him to jail.

FAILURE TO EXERCISE DUE CARE / DRIVING WITHOUT VALID DRIVER’S LICENSE / FAILURE TO PROVIDE PROOF OF INSURANCE: On Nov. 7 an officer observed a vehicle traveling east on West 25/70 around the area of Clayton Homes at a high rate of speed. The vehicle was confirmed by radar to be traveling at 81 mph in a 50 mph zone. The officer initiated lights and sirens. He was able to catch up to the vehicle at the intersection of West Broadway and Old Knoxville Highway. Upon making contact with the driver he was unable to communicate successfully due to the driver only speaking Spanish. The officer was able to translate enough to confirm the driver of the vehicle did not have a valid driver’s license or identification. The driver was placed under arrest and positioned in the back of his patrol vehicle. The officer was able to use Apple Translate to gather more information from the driver. The driver was identified as Wladimir Jesus Flores Rodriguez. Rodriguez did not have proof of financial responsibility and he was unable to contact a licensed driver to operate the vehicle. The vehicle was towed and Rodriguez was transported to jail.
