Chicago adopts new “Central Area Plan 2045” to guide downtown development

In a milestone moment for Chicago, the city announced the adoption of its first holistic downtown development plan in more than 20 years. Aimed at shaping the future of downtown, city officials have officially approved the “Central Area Plan 2045,” a comprehensive blueprint designed to boost livability, economic growth, and sustainability in the heart of the city. The plan is the culmination of a two-year public engagement process that combined community input, expert consultations, and strategic planning efforts to ensure our beautiful city remains a vibrant urban hub for generations to come. 

The Central Area Plan—approved unanimously by the Chicago Plan Commission—outlines a vision for the downtown area that prioritizes accessibility, green spaces, and mixed-use developments. The plan covers an expansive area extending from the North Branch of the Chicago River to the South Branch, and encompasses a range of neighborhoods and communities.

A press release for the new blueprint says the plan's goals are centered around eight pillars: arts and entertainment, economic development, housing and neighborhoods, transportation and infrastructure, land use, lifelong learning, environment, and climate and energy. The press statement expounds further to say the plan aims to create 100 million square feet of new construction, 160,000 new jobs, and 65,000 new housing units, among other key deliverables through 2045.

In response to the official adoption, the Department of Planning and Development Commissioner Ciere Boatright stated in the press release, “The plan will enhance downtown’s legacy as an economic engine and a vibrant home for residents that are well served by public transit and all the cultural, open space and educational amenities that are essential for sustainable growth.”

The Department of Planning and Development, which led the crafting of the initiative, wanted the new growth strategy to be a community-guided vision, ensuring civic engagement played a significant role throughout the process via public forums and discussions with residents, business owners and community leaders.

As Chicago progresses towards the goals set forth in the Central Area Plan 2045, officials remain committed to transparency and accountability. Regular progress reports and opportunities for public input have been established to ensure the plan remains adaptive to the changing needs of the community. With the adoption of this new growth initiative, Chicago takes a significant step forward in shaping a downtown that embraces its past while preparing for a dynamic and sustainable future.
